Retaining Wall Checklist - Free Download
14 things worth checking before you commit to a retaining wall project in Newcastle - approval, licensing, drainage and contractor questions, each with why it actually matters.
What's in the retaining wall Newcastle checklist
-
1. Measure the wall height accurately, from the base of the excavation to the top
The NSW 600mm exempt-development threshold is measured this way, not from the ground you see - get it wrong and you may skip a required approval step.
-
2. Check the setback from every boundary
An exempt wall needs at least 1m clearance from each lot boundary - closer than that and you're into a Complying Development or DA (Development Application assessed by council) pathway regardless of height.
-
3. Check the separation from any other retaining wall or structural support on the site
The exempt-development test requires at least 2m horizontal separation from other structures - easy to miss on a block with an existing wall.
-
4. Locate any easements, sewer or water mains nearby
Exempt walls need 1m clearance from registered easements and mains - a site plan or a call to your water authority settles this quickly.
-
5. Confirm where stormwater will go before you dig
An exempt wall must have drainage connected to the site's approved stormwater system - this is a condition of the exemption, not an optional extra.
-
6. Check for a heritage overlay or conservation area listing
Heritage-listed properties and conservation areas carry extra planning controls that can override the standard exempt-development test.
-
7. Get a soil or site assessment for anything approaching engineered-wall territory
Newcastle's coal-measures clay and shale react differently to its sandstone-based suburbs - the right footing depth depends on knowing which you've got.
-
8. Ask whether your job needs a licensed contractor
In NSW, a structural landscaping licence is required once the job's labour and materials value exceeds $5,000 - a decision made on VALUE, separately from the height/approval question.
-
9. Ask for a written contract once the job passes $5,000
A written contract is standard practice above this value and protects you if something goes wrong with scope, timing or price.
-
10. Confirm Home Building Compensation Fund cover applies once the job exceeds $20,000
HBCF insurance, through icare, is required over this threshold and protects you if the contractor cannot complete the work.
-
11. Ask what drainage detail is included in the quote
Agi pipe (perforated drainage pipe), gravel backfill and geofabric (a filter fabric that stops the drain clogging) wrapping behind the wall are what actually stop most retaining wall failures - if it's not in the quote, ask why.
-
12. Get the material's realistic service life explained, not just the price
A cheaper timber wall and a pricier concrete or sandstone wall can have very different lifespans - factor that into the real cost comparison.
-
13. Ask who is designing and certifying the wall if it needs engineering
In NSW this is a structural or geotechnical engineer working to AS 4678, registered CPEng or NER - a different certification framework to other states, so a generic interstate answer won't be right.
-
14. Photograph the site before work starts
A clear before-record protects both you and the contractor if there's ever a dispute about existing conditions, fences or neighbouring structures.
Method: how this checklist is put together
What this is: a general checklist of things worth confirming before you commit to a retaining wall project - it is not personalised advice for your specific site.
Method: each item is drawn from the NSW planning and licensing framework that genuinely applies to retaining walls, plus common contractor-quality questions.
Source: approval and licensing items are sourced from the NSW Planning Portal and nsw.gov.au.
Assumptions: this list assumes a typical residential retaining wall in NSW. It does not account for heritage overlays, flood controls or other site-specific planning layers - confirm those with your council or a registered certifier.
